Scope of Work:
ECCO III Enterprises, along with joint venture partner Skanska USA Civil Northeast was awarded this large scale design-build project in January 2015. This is the third design-build project that the team has joined forces to complete for Metro-North on the Harmon site. As primary contractor, ECCO III has completed several other projects at the Harmon site alone, including, but not limited to the Maintenance Facility and Employee Overpass, Facilities and Yard Improvements and the Phase IV Shop Replacement projects.
Valued between $200-300 million, the Harmon Shop Replacement Phase V – Stage I Project will replace a portion of the current Harmon Main Shop (Building 6) with a new state of the art Consist Shop Facility. The work will include a retrofit of Building 6, asbestos and lead abatement, demolition of the Blowshed Building, demolition of the existing Recycling Center Facility and finally, bifurcation and partial demolition of Building 6. The Design-Build team will design and construct the Consist Shop Facility with provision for connection to the future Stage 2 contract for the Running Repair and Support Shop Facility. The Design-Build team presented an optimized alternative to Metro-North’s original foundation concept, which will provide a safe, efficient and economical solution for the new structure. This project will also entail the design and construction the new EMU Annex Building.
Additional work includes a medium voltage distribution 13.2KV loop, AC and DC substation and association electrical ductbanks, realignment and reconstruction of site trackwork, as well as extensive utilities including drainage, sanitary, fire water, domestic water and gas main along with site work.
Design activity began at the start of the year, with a focused priority on early construction activities. The team will break ground in April, and substantial completion is expected in December of 2017.
