Contract 1 of the Hunts Point Interstate Access Improvement Design-Build Project Awarded To Skanska-ECCO III Joint Venture Team!

ECCO III Enterprises, Inc. along with joint venture partner Skanska USA Civil Northeast has been selected by the New York State Department of Transportation (Department) to design and construct Contract 1 of the Hunts Point Interstate Access Improvements Program. With the highest overall technical score, the team provided numerous Alternative Technical Concepts and innovative design and construction concepts to provide a best-value design-build proposal for the Department.

The Hunts Point Peninsula is located in the South Bronx, and houses the Hunts Point Food Distribution Center (the largest food distribution facility in the United States) as well as many industrial and commercial properties and residences. Currently, vehicles must exit the interstate highway network and use local streets to access the food distribution center. Valued over $450 Million, Contract 1 sets the stage for the program by providing improved access between the Hunts Point Peninsula and Sheridan Boulevard and the Bruckner Expressway while also addressing structural, geometric and operational deficiencies within the Project Limits.

Hunts Point is home to a vibrant, culturally diverse community of South Bronx residents. There are substantial safety concerns with the current configuration, including high volumes of truck traffic using local streets, inadequate pedestrian crossings and protections, high vehicular crash rates, and deficient structures over Amtrak/CSX. Contract 1 requires completion of the majority of the work impacting the Amtrak/CSX railways which will be the primary schedule driver on the Project. Completing this work safely and on schedule, with least impact to rail operations, is a central focus.
