ECCO III recognized for successful and timely replacement of a 110-year-old culvert pipe at Metro-North’s Dobbs Ferry Station

The Design-Build (DB) Joint Venture of ECCO III Enterprises, Inc. and Skanska Civil Northeast Inc. successfully replaced a 110-year-old culvert pipe with a cast-in-place structural combination bridge/culvert to carry storm-water under the four (4) mainline tracks at Metro-North’s Dobbs Ferry Station. This emergency reconstruction was in response to severe damages brought on by Hurricane Ida in September of 2021 . The emergency reconstruction was completed in less than five (5) months all while trains continued to travel over the culvert at reduced speeds. The timely reconstruction of this culvert allowed for Metro North to restore regular service throughout Westchester County and the Bronx and reduce travel time by five (5) minutes on the Hudson Line. Our DB Team was recognized by President, Catherine Rinaldi of Metro-North Railroad and President, Jamie Torres-Springer of MTA Construction and Development for their extraordinary efforts and success in delivering the project: “We write to express our gratitude to Skanska, ECCO III and HNTB for your successful replacement of the Dobbs Ferry culvert which was washed out during Hurricane Ida last September. We ask that you thank all your team members on our behalf and express our sincere gratitude at the success of the project. From the outset of the project, it was evident that we had the right team to bring the Hudson Line back to four tracks and Metro-North Railroad back to full capacity. We thank you for all your efforts through the cold winter nights and weekends to deliver a full new bridge – built in only five months while under live tracks. Your ability to work together as a true Design-Build team has been phenomenal, and indicative of how much we can achieve when we work closely together.”
